This is a very old joke/wordplay - I used it in a college project ten years back, and I wasn't the original author. The idea has been recreated by many people, but most miss the point; just writing "the penis mightier than the sword".
The humour lies in the fact that most people don't read the second 'is', and those that do double take and get a different sentence completely.
